I got to know if the seine board of the TOSHIBA 47LX196 and TOSHIBA 42HL196 are compatible because they look like the same and the prices between them is alot of diference

Type in the brand name "Toshiba", in the search box [at the top right] of the display window and the Search will start at once as you type in, and will show you all the related posts. It will make surf easy.
I googled the seine board number and it sells for $95. If the TV is fairly new I would write to Toshiba about the problem. I am a bit old school and do not expect certain equipment to fail prematurely. Even if the warranty ran out it is worth telling them how you feel. Maybe you can get a discount on the part or some other compromise on the repair if your communicate effectively with Toshiba. Good luck. ( I think I will check all my HDMI ports now before my the warranty on my TV runs out.)
What is the sein Board? I'm guessing you mean the signal board since you are also talking about updating the firmware. Signal boards are not too hard to replace on an lcd TV depending on your abilities. You can do a search for a service manual on the internet it will give you detail instructions on how to replace the board.
You can access the SD slot without having the back cover off of the TV. The SD slot is covered with a L-shaped bracket held on the TV with a single Phillips screw. The plate is located in the recessed part of the back panel to the right of the HDMI port. Good Luck

But before purchasing, make sure that it would fix to your model (Ask about it to your repairman). If it does, do the purchase. Once it is in hand, the fix would take less than 24 hours.

Because of the price of the part it is a legitimate estimate. It is a bummer that prices drop like they do to buy new but as you can tell the manufactures are not too concerned about customers repairing 2-3 yr old TVs.

Turn off set, unplug power. Remove back cover. On brown circuit board left of center, unplug connector PJ63A. Plug in power, but don't electrocute yourself! If you no longer get the continuously blinking red light, hit the power button. If it comes on, the SEINE module is bad and must be replaced.
