This issue can occur if the Print spooler service is not running.
To start the service:
1.
Click Start, click Run, type services.msc, and then click OK.
2.
In the Services pane, right-click Print spooler, and then click Properties.
3.
Under startup type, make sure that the startup type is set to Automatic. If it is not, click Automatic in the startup type list, and then click Apply.
4.
Under Service status, click Start.
5.
Click OK to close the Print spooler Properties dialog box.
If that doesn't help, you can try this:
try this to kill the dependency services that are not starting:
Remove all Print spooler service dependencies other than the Remote Procedure Call service.
By removing the other dependencies the Print spooler service should be able to run, but the printer functionality may be affected, and it may be necessary to reinstall the printer drivers.
Now your print spooler service should start re-install your printer if it is usb remember to unplug the usb cable until the install software tells you to connect it.
