The TCON board or the LCD panel is faulty. Can Confirm by replacing the TCON board.

Could be just bad luck! It seems unlikely to me that the power supply would take nearly a year to destroy the T-con board!
You could get in touch with Toshiba to see if there is some kind of problem that is cropping up on this model that might cause failure in on the T-con.

Yor tv have problem with T con board. T con board is one which drives the pixels of the LCD panel. If any of the driver satge in the T con board is faulty then this problem can occur.
Some times bad contacts on the connections of the t con board can cause same problem. Remove the tv and find out the t con bard. Remove the connections to it and the reconnect the connections. Then check, if the problem remains the same then the tv need a new T con board.
You have didn't mentaioned any model number of your tv. So it is not possible to show you exactly how T con board looks.
Normally in all lcd tvs the tcon board is place on the bottom or top middile position. Which will be cover with metal cover or aluminium foil.

OK! Do you see any characters on your display? If yes: channel info, menu, volume bar? Means: you don't have any video info coming through. Main board is most likely candidate for replacement. Next scenario: TV powers up, but you see only display glowing, no characters, no info. t-con(display adapter) board is at fault. Last one: you can hear the sound from TV speakers( not from your surround system), but display is "black". Power supply's ballast or "inverter" quit. IF THE MENU LOOKS CORRECT THEN IT WILL BE A MAIN BOARD FAILURE IF THE MENU LOOKS GOOD THEN IT COULD BE T-CON BOARD FAILURE. CHECK ALL CONNECTIONS BEFORE AND AFTER THE PARTS ARE REPLACED.
