When you turn tv on the power light blinks green picture comes on for a second then goes off then the power light blinks 4 times, also replaced bulb & one of the fans but cannot reset bulb setting every time tv is turned on it says on left of screen bulb needs replacing can you help please

In that case the power supply of your television have problem.Maybe there's a loose connection in the power supply board or maybe there's a leak capacitor.If you have no knowledge in repairing television and you want to do at your self, first things to do is to remove the back cover of your television.Look the power supply.Remove the screw and the cover of the power supply and try to resolding the board.Check if there's aleak capacitor.The leak capacitor have rounded shape at the top while the good is flated shape.Replace the capacitor with the same value.
