I think u meant installing windows without CD . well for that u have to make a bootable USB ...u need a USB, an ISO of windows xp, and a software like WiNToBootic to make the USB bootable..
u can download the iso from Microsoft site..here is the link http://www.microsoft.com/en-pk/download/details.aspx?id=25129
and u can download WiNToBootic from http://www.wintobootic.com/
..
give the usb and ISO to WiNToBootic and it will create a bootable USB ..
go into startup options ( when u press a specifit key at startup that menu opens, mine is F12 )
and select USB as a boot option ..(its very clear when u get to each step )
the restart your laptop and boot from USB as you will from a CD.
Use F8 command to get into your desktop - then go to control panel user accounts area and either delete or update the password there and that will do it.

Cheapest steps first, getting more progressively expensive as the list progresses:
1) Upgrade the BIOS for the system, available at support.dell.com 2) Upgrade the chipset drivers to the latest version, same website. 3) Upgrade the wireless card drivers to the latest version, same website. 4) Re-set the wireless antennas. Usually you can access the WLAN mini-PCI card at the bottom of the systems. It will have two small wires connected to it, one white and one black wire. 5) Re-seat the wireless card. It's like a large RAM SO-DIMM chip, snap-in and out. 6) Perform a system restore (hopefully it doesn't come to that) 7) Re-install windows
More expensive: 8) Replace the WLAN card. 9) Replace the system board.
your type of pc does have a model which you can recover the OS--it runs Linux. Otherwise re-install OS from external drive and OS disc You might be able to do this at a cybercafe
It's usually Control & F11 (which works on my sons 10inch dell) but whether there is a restore partition may depend on your hard drive size.
If you received install/recovery disks, you may have little choice but to get hold of an external CD Drive.
