There could be 3 different things wrong:
1.) Battery is no good.
2.) Charger is no good.
3.) The port where you plug the charger into the phone is no good.
I would take it to your local mobile provider and ask them to test the phone, battery and charger. They will be able to tell you which one it is...battery and charger are pretty cheap fixes. If it is the port, you normally are better off getting a new phone.

1. Speak to BSNL customer Service center and get the
confirmation whether 3G service is activated.
2. Menu -> Settings -> Wireless & Networks -> Mobile networks -> Access Point Names -> New APN

don't change anything else and just save the settings.
3. Under 'Network Mode' the option selected should be
'GSM/WCDMA auto'
4. Menu -> Settings -> Wireless & Networks ->
Select 'Mobile Network' to connect to internet and look for see letter 'H' at
the top near the coverage bars.
5. Lauch the browser and check 'Google.com'
Its working fine for me after a long struggle with BSNL customer care, Finally got fixed by applying the above fix.
