My repairman says I need the main power supply unit to fix my no picture problem. I do see 2 red lights next to each other and another red light turn on in the back side. The single red light flashes 8 times and stops over and over...then stops and one of the pair of red lights turns off (inside the back of the tv)

If your man thinks the power supply is down,then replacing it should solve the problem. If it does not,then you should not be charged for that repair, and your original power supply refitted. I would at this point go with what he has said, because it is very difficult outside of getting a look at the set to see what has actually happened. The flashing lights mean something by way of a fault code. I will go off and research that for you now.

How much have you been quoted for the power supply replacement board? They look pretty expensive... if this is a go by from Vance Baldwin

This guy is a specialist for Akai TV and may be able to do you an exchange board for a lower price. A phone call to him may also be able to confirm your current diagnosis and give you a comparison price for the replacement power supply.
If you are about to attempt a board level repair with this set.... i would strongly advise getting someone with real experience to assist you. The quoted as generic spiel from toddg is for a specific model, of computer monitor... step 16 talks about identifying and replacing 3 capacitors... not sure really which ones are being referred to. Proceed with caution. You are playing with a switch mode power supply that can still have killer voltages (150 volt US 300 volts other countries)) long after the power is off. Just need you to be aware. Being a highly experienced electronics technician myself, I have noticed that novices are the ones to overstate how simple these types of repairs are. They are so often never that easy, that's why the industry pursues the board swap out approach to repairs. If you or your mate do not have any previous experience with lethal voltages and SMPS repair work, I strongly discourage you from attempting this repair work.
