Have you changed the hard drive on this sytem at any time? It appears your OS is defective and may need a complete reinstall. You can reset it to factory settings by clicking on F8 at bootup and select the 'repair my computer' option. If you havent changed the HDD yet, you should see the Dell Datasafe option (last option). Select that and proceed.
If you changed the HDD, then the above option would not work. You will need to call Dell and get an OS CD to reinstall the operating system. Obviously, if you are out of warranty, you'd have to buy a new CD..
Try running a PSA diagnostic on the system to see if there is an issue with the HDD. To do this, hold down the Fn key and power on the system. Once you see the Pre-Boot Assessment screen, release the Fn key. Let the diags run - approximately 10-15 minutes, and make a note of any error messages. Errors like 0142, 0146, etc would indicate a HDD problem and would need a HDD replacement. (HDD = Hard Disk Drive)
