Coolpix Cameras are tricky to use with chargers. I will assume your USB Charger EH-69P is 100 - 240V 50/60 Hz so it CAN work in many places around the world with an adapter. Do not go over 240V or you could damage it.
These cameras like to have the power supply connected when it is on to charge - meaning if you have it connected and you plug the charger in the wall it will NOT charge. I'd suggest using a wall charger as they're able to provide more power to charge then a computers USB port. Often with camera's the USB port doesn't supply enough power so the camera doesn't charge at all.
There are 3 possibilities to charge the battery of the camera:
1. Connecting the Olympus' USB cable to camera and computer. 2. Connecting the wall charger to the camera with Olympus' USB cable. 3. Using a specific separate wall charger for LI-50B batteries.
Be sure to connect the cable well and if the orange LED does not light when trying to charge the battery using above points 1 and 2, there might want to exchange the Olympus' USB cable first to check what's wrong. (Cable model: CB-USB6). Another point is to check if the battery is seated well in the camera.
