This will happen when the machine does not read the boot ROM properly, or the Boot ROM is blank. the resolution is simple and guaranteed.
Connect your laptop and use service support tool version to flash the BOOT ROM of this device with at least version 60.02. Once this is done, the machine will completely boot.

first it can be a power supply problem the Rom was not powered properly; check your power supply card.
second, the rom boot is damadged; to ccorrect this problem you must have the SST for this model its expensive; and the firmware for IR2016j verion 60 or newer. if you have SST you can copy the firmware from other machine that work fine.

My Canon C-IR2016 is demanding a Administrative ID & Password. I did entered the Admin PWD and latter removed it. but can't really tell what happen that after I restarted the copier, it still requested for the Admin ID & Password. unfortunately the the details i used before is not functioning any more. PLEASE I need Help !! thanks
How are you trying to print? You need N boot rom. Press Counter Check. Do you see IR3300(IR2200N) or IR3300(IR2200). If you see the N then you should be able to print with it. If not, you can't.
In Service Mode (to get into this press Additional Functions (button with * on it) > 2 then 8 > Additional Functions) go to Copier > Display > Version. What do you see for BOOT-ROM (does it have a N at the end?). For PS/PCL what do you see?
If your BOOT-ROM is N and you don't have a number for PS/PCL then call a technician to install networked system software.
If BOOT-ROM is not N, buy a Network Multi-PDL Kit C1 and get a technician to install it and load N system software.
If BOOT-ROM is N and you have number for PS/PCL check your IP settings. Make sure that DHCP is turned off. Set up your printer using an IP port with the static IP address assigned to the copier.
Use PCL5e or PS drivers, don't use PCL6.
