The laser mirror could be dirty, the transfer roller could need changing.
Looking at the "print quality" sub menu, the toner density default setting is 3.
Up it to 4 or 5. See if that makes a difference.
Remove the cartridge and open the covers. Use canned air or an air compressor and blow out the printer.
Maybe your toner cartridge is bad. Or the transfer roller might be very dirty. When was the last time your poor printer had a maintenance kit installed?
Re you using genuine HP NEW cartridges? If not, you must make sure that whoever has re manufactured the ones you are using has replaced the chip on the cartridge. This tells the machine how many copies are on the cartridge.
