Try re-installing the following and reboot:
For Windows 7
1. Toshiba Fingerprint Utility (for Windows 7 (32/64) click here,
2. Upek Fingerprint Driver (for Windows 7 (32/64) click here,
For Windows Vista
1. Toshiba Fingerprint Utility here or here.
If above steps won't work, the issue is most likely a hardware issue. To make sure that it's not, I recommend trying to do a full system recovery (if you don't mind starting from scratch - turn the computer OFF, hold the 0 key then turn the computer ON).
If you still encounter the same issue, call Toshiba support and have the unit serviced at 1-800-457-7777 (for US) or 1-800-663-0778 (for Canada).

After following the previous steps make sure you only have the AuthenTec software installed. One major problem was the use of two softwares to control the scanner. They are not compatible together.
