Just so you know, all you have to do is Google "Galaxy Tab 3 Manual" and this pops right up. It looks like a PDF download, so you can download it and read it at your leisure. Scroll down and click on the Download button for the manual. You will need to accept the Samsung Terms of Use before you can download the manual. Samsung doesn't seem to list a manual for the gh69-15226d.

First of all in user's guide manual says that this tablet works just fine with only 3 IM : 1.Google Talk; 2. Windows Live Messanger 3. Yahoo! Messanger.
Try one of those to see if the camera button appears.
