Answering this 2014 question in case some else has this problem. Most likely the relay is malfuntioning and needs to be replaced. The relay is located in the engine compartment behind the battery. Use your owners manual for addition information if you can no longer read the diagram under the cover. If you dont have your manual, you can DL free here 2009 KIA Spectra Owner Manual 291 pages

Could be alot of things. Bad batteries, bad battery contacts. Dead main board, dead compensator.
Clean the battery contacts with acetone and a qtip. in the battery compartment and on the battery door, and install fresh batteries. Good ones, Duracell preferably. If it still wont turn on, you'll need to take it somewhere. Trimble, in their grand wisdom made it so you have to remove the decal on the front, to open the laser. So, that will need replacement even if nothing else does.

Answering this 2013 question in case it can help someone in the future. Horn fuse is located in your engine compartment in the fuse/relay panel which is behind the battery. Recomment you disconnect your battery before removing cover. Check the engine compartment, I believe the blower fan fuse is #10 Hope this helps

The battery is part of the filmpack. In other words, there is no battery compartment.

You no longer had power to run thermo fans and i guess the car would have over heated and vented off built up pressure.
