According to Toshiba, the CT-90121 isn't a universal remote control. This remote only works with TOSHIBA TVs with the following model numbers:
32AFX62, 32AFX63, 32HFX72, 34HDX82, 36AFX62, 36AFX63, 36FX72, 36HFX72, 42HDX52, 42HDX82, 50HX70, 57HDX82, 57HL83, 57HLX82, 65HDX82, 65HLX83 Unless you posted the wrong remote model number (?) your Toshiba remote isn't going to work with your RCA TV.

When the convergence amplifier ICs go bad (STK392-xxx), they RARELY cause more than one color to go out. The fact that the top and bottom of the picture are effected indicates the vertical convergence IC. Replace both, and while you're in there check the bias resistors... it is likely one of these is open. Once the ICs have been replaced (as well as any open resistors), customer convergence followed up with the auto convergence should do the trick.

Hi, you`ll need to call the tv guy then, you have a short in one of the power supplies, or possibly broken solder connections, either way the board has to come out and board repaired or parts changed, BMW Rider
