Sounds like a possible bad CCD sensor.
This camera had ccd problems.

How can I shoot raw images with my tz3

Sorry - it can't be done. The Panasonic DMC-TZ3 does not support digital negative or RAW formats - JPEG or .jpg file types only.

The digital negative and RAW formats are typically seen only on the dSLR and other ProSumer (and up) cameras. Setting your camera to save the in the highest resolution (largest file sizes) possible is the closest you can hope to get to RAW, and still come up short. You'll get the most detail possible - but that's about it. RAW is a great way to shoot - but sadly, you won't get it on this camera - and probably not on everyone like it.

Bluish colour with Lumix TZ3

I found 2 different Lumix TZ3 cameras.

In the manual, I couldn't find a reference to a bluish color.

In FAQ's, I found the following:

Photos displayed as black in playback mode on Panasonic TZ3

Were they shot with the TZ3 or in another camera or from a computer?

The view screen is black and you can't see what you're taking the pic. Battery is ok

If camera shows Menu item or any on-screen display in LCD but no live view to take picture then it can be either aperture problem or defective ccd imager.
And if you do not see any display icon in LCD then of course LCD section is bad or LCD back light is Off for some reason. Try to see faint image in LCD if it is totally blank by pointing good amount of light with flash light or some thing.

Tz3 locked-up. everything seemed as if it shut

The shutter is locked (temporarily); probably because a picture was taken of absolute darkness ... the camera is trying to save the image.

Remove the batteries...

Hazy photos

I assume you are not shooting into sun. Try shooting with camera in its default settings and mode set to Auto Normal.
