If the pump/engine tipped over, oil could have filled the cylinder. The piston cannot compress the oil and would seem to be "locked up". Remove the spark plug and then see if the cord is easy to pull. Oil will come out of the spark plug hole. Pull a few times until very little oil comes out. Replace the spark plug and it should start again.
It is possible the motor is seized or the pump component has jammed. The Honda Motor usually has an oil minder(wont start if low oil). So that being the case you may have a problem with the pump. If you are handy and have internet it is possible to download a parts/repair manual for the type of pump involved. Otherwise take it to a repair shop. Sometimes these pressure washers are more costly to fix as compared to a new one..
