The washer appears to stop in cycle wash and door lights flash. I have watched it, and it appears to go through the wash cycle, and starts into the rinse cycle, but then when I come back the wash a door lights are flashing and it is stopped. I turn the power off and back on, and then run the rinse/spin cycle and it rinses and spins and appears to drain ok.

You could have a couple problems, it could be the timer, motor or Transmission.
Start by removing unplugging the washer,
Now remove the front panel, two 5/16" screws at the bottom of the front panel. the front panel will either drop off or you have to turn it up to remove it
In the front on the bottom is the motor, on the bottom of the motor is the belt. This belt drives the pulley on the bottom of the transmission. It should turn both directions. in one direction the transmission will ramp up and unlock the brakes letting the unit spin. The other direction the transmission will cause the agitator to turn back and forth. you may need two people one to watcht the agitator and one to turn the belt, Now if the transmission does not turn at all you have what is known as a locked transmission. This is a major expense. Look for a new machine.
If the machine does actually agitate and spin when you move the pulley it could be as simple as a motor or timer. Please let me know what you find and we can go further.

It sound like you drain hose is siphoning off the rinse water, It needs a standpipe make sure the drain hose is at about the height of the top of the washer, Make sure the drain hose isnt stuck in the drain it also needs an air cap. the drain hose should not lay on the floor to run to the drain

i would guess you have something blocking the pump. take off the hoses on the pump and see if there is a sock or something in the hose.
be aware that when you take the hoses off there will be water trying to get out, so have a bucket and towels ready. it is best if you can pinch off the hose first, but not everyone has a way to pinch the hose.

I would call whoever repaired the washer back out and have them diagnose.

Are you using front loader only detergent?(oversudsing) Overfilling is either a pressure switch, or pressure chamber is blocked(located toward underside of outer bowl approx 6 inches long) this is only in older machines with extensive cold washes.
The E27 error flashes on the washer LCD screen and stops the current load. Unplug your washer for 30 minutes and then plug it back in to reset the code.
Open and close the door two or three times to reset the sensor. Sometimes the door has been closed too hard and the sensor reading fails.
