Try unplugging from usb and plugging it back in. Also, you may need a SAS driver for your computer to recognize the drive. Some drives have internal encryption and require a driver before the computer recognizes them. Check the Mfg website to see whether this drive requires one.
what sort of computer do you have? mac is generally non-compatible with mainstream equip. does the hdd show up at all on the tv? If it does but you cant see any files, try removing the files from any folders, do you have any more info you can post?

1. Try connecting it with a different USB cable as the present one may be faulty.
2. If you can open the casing, do so to confirm if there is a loose connection.
3. You can try this great application tool from Seagate called Sea Tool. You will need to download and install on your computer. This tool examines you hard drive and lets you know if it is totally damaged. You can download it here. SEATOOL
I would return the Western Digital Passport Essential SE back to were you purchased it. Exchange it or get your money back. It is defective sounds like.
Try plugging it into a high speed usb port, formating it with the size of your files in mind, so for instance if you have lots of big files, raise the allocation file size and visa versa, otherwise buy a faster one.
Assuming you have a DVD drive and your HD is already set up, all you have to do is insert the DVD, open "My Computer", open the DVD drive folder and copy the files inside it to your HD folder. If you have trouble playing the video, download the VLC player, it plays almost anything, if you still have trouble, right click on the video folder and click play with VLC player.
