Try to soft reset it by engaging the reset button ..If it has such a button it should be hidden in a hole on the side and need to be pressed until restarts ..(it should be powered and on when you do this) ..
If there is no button ..it means it has something wrong with the touch screen function ...and you should try to see if the screen is not out of focus..and try to swipe it in a certain point ..and if it is indicated..try in near by locations ...If you manage to make it start you should look in the main menu for screen calibration ..and engage it ..this should make the touch screen work proper again .
In worse case you will need the firmware and reset it to factory settings ..
by the way by swipe the screen ..they mean to cross the screen bottom from right to left with your finger on that line ...not just touching it ..but actually press on and cross the screen ..
