Sounds like a shot pump or a pluged line check both somtimes a tooth pick will get satuck in pump somtimes people just forget to clean the filter
check them both for parts look under apliance in the yellows

Clean all the dust and lint accumulation from under the unit, remove the condensation collection pan and clean it, and make sure the bottom fan is running.

I can't emphasize strongly enough how much of an enemy the accumulation of dirt and dust under a refrigerator can be its worst enemy. It can make the refrigerator exhibit symptoms of much more serious problems. Sometimes a good cleaning can have it operating like new with no real 'repairs' whatsoever.

GE Potscrubber Disshwasher GSD700G, wont cycle

Most washers do not fill they spray the dishes. When enough water has accumulated in the bottom a float switch shuts off the water and turns on the pump to remove the water. If the pump motor does not remove the water the cycle will not continue but the timer will. There may be something clogging the pump and resulting in an overload condition for the motor. This would account for the smell. A pump may turn freely when you spin it by hand because you cannot spin it fast enough by hand to determine if the pump is obstructed. Does the cycle drain the water? If the cycle stops and there is water in the bottom not being pumped out then you should look at the pump and the motor to determine problem.

Motor running noise

The humming noise and the fact that there is standing water indicates that the motor is stuck and trying to break free. Is the odor that you mentioned smell like a heated coil? This is a common problem with dishwahsers; but does not have an easy fix. If you want to try, first disconnect the power supply and open the bottom panel (below the door), Normally held by some screws. Then with a flashlight see if you can see the motor housing. You can then reach under and manually rotate the motor to break it free. Do it a few times and then reconnect the power and run the dishwasher and hopefully it will work. -Vish
