Paper jam message occurs when there are stuck papers inside the printer. There are several ways on how to correct this problem, either you remove the visible stuck paper manually or replace the toner or ink cartridge. Below are the steps you'll want to follow when this problem still occurs.
1. Turn off the printer. Turn the printer off and on to see if it can automatically clear some or all of the jam.
2. Inspect the location or tray the printed paper ejects to. If the stuck paper is visible manually remove it. Remove any paper trays. Inspect them for wrinkled or damaged paper.
3. Open the printer door that allows you access to the printer ink cartridges or toner and look for any stuck paper. If the stuck paper is visible manually remove it.
4. If necessary, remove the toner or ink cartridge. Place it in a bag or away from light to avoid damaging it.
5. If you find a piece of jammed paper, remove it by holding it with both hands and pulling firmly. The goal is to keep the paper from tearing. If several pieces are jammed together, try pulling out the middle piece first to loosen the jam.
6. If the paper does tear, try rotating the roller gears manually to free the paper . Don't force anything.
7. Replace the toner or ink cartridge and paper trays, close any doors you opened and turn the printer back on.
8. If the printer paper jam message still appears, then there is still some paper in the printer. Reinspect the paper path and try repeating the above steps again.
Start by following the steps below to get the paper out from the machine.
Turn off the printer.
Remove any paper trays. Inspect them for wrinkled or damaged paper.
Also open the back cover of the printer if this model has one.
Open any other doors that give access to the printer's paper path and to the toner or ink cartridge.
If necessary, remove the toner or ink cartridge. Place it away from light/ sun light to avoid damaging it.
If you find a piece of jammed paper, remove it by

If the paper does tear, try rotating the roller gears manually to free the paper. Don't force anything, though. Do
this step especially if the jam message comes up repeatedly without any
obvious paper jam, there may be a small tear of paper inside.
Ones the printer is free of paper Replace the toner or
ink cartridge and paper trays, close any doors you opened and turn the
printer back on.

If
that doesn't help then you would have to start taking apart the machine

should do unless you have experience.
you may have to take the
machine to a repairer to get the jammed paper bits out of the machine,
if you don't see paper jammed in the machine it does not mean that
there wouldn't be a paper jam somewhere in the unit along the paper path.
As soon as I started using recycled ink cartridges, I started getting a paper jam error on my printer. The control panel message instructs me to remove the back panel and clear paper jam. I've done this several times but there is no paper to clear and the message keeps coming back. I've tried turning of the printer and unplugging it to clear the memory, but that doesn't help. Could it be that the chip on the ink cartridge is messing with the printer's operating system?

If the problem is not solved the printer would need to be taken apart and cleaned, there maybe some paper inside or something else that is not supposed to get in there.
I would recommend sending it to a repairer in that case, or contact your dealer or hp for warranty repair. This may not be covered by warranty, check with your dealer or hp.

have you unpluged it from the outlet? can you see any paper stuck? otherwise you have a bad system board and would cost more to fix than just to by a new one.
