Most user manuals are available via manufacturer websites, especially for newer products. For example, an iPad 2 user manual would be located via any browser search engine at http://manuals.info.apple.com/MANUALS/1000/MA1569/en_US/ipad_2_user_guide.pdf

You should be able to find your user guide at http://www.theipadguide.com/faq/where-can-i-download-ipad-user-manual-guide which also includes a link to display the manual for your iPad ON your iPad automatically.
Hi Joan, Things like iPad don't come with a detailed user manual as to how to use each and every function of them. They are intuitive and you can learn only by using the device. However for most basic operations, they can have a user manual either online or offline. Try searching for iPad user manual online.
The instruction manual is on the ipad web site at Apple.
It's always a good idea to look at the websie of the manufacturer before posting a question here.
