Looking for some facts about what kind of voltage my 24 volt Dewalt batteries and chargers should read between pins..also out put of charger

Where are you getting 130Vac from?
The proper thing to do is get a Variac which is a variable ratio
transformer which can step the 130 down to whatever you want. A
10 amp one will cost about $90 though. They last forever though,
so you might get one much cheaper on EBAY.
Actually, the chargers for stuff like cordless drill batteries are
switcher types that can tolerate quite a wide range of input
voltages. Some can go all the way from 110 to 220. Does
yours have a spec for the input range? Even if it has a tight
range it will probably handle 130V.

You will need he correct charger, the 24V will destry a very expensive battery.

Charger blinks while charging, stops when batteries are fully charged.
New batteries may not be charged from factory. Let them charge overnite and see if it stops blinking.

check output voltage on charger label most chargers are not regulated so if it says 18 volt output it may put out 24 volts but if its putting out 51 volts it may have a short batteries will get warm but not hot replace charger
