What if you press F8, select "Repair Your Computer" and it doesn't work or your computer simply reboots?? Here's what worked for me.
1) Download Hiren's Boot Cd (IT'S FREE) (hirensbootcd.org/download).
2) Burn the downloaded iso file to a blank DVD.
3) Bootup your laptop using the Hiren's boot cd/dvd.
4) From Hiren's boot cd menu select "Mini Windows XP".
5) From Mini Windows XP select "Command prompt".
6) In the command prompt window, type "d:" and press enter.
7) Still in the command prompt window, type "cd\tools" and press enter.
8) Finally, type "imagex /apply d:\dell\image\factory.wim 1 c:\" and press enter.
9) WARNING when you press enter you will completely wipe your c drive.
10) When complete, reboot your computer, should come up with factory settings.
Resetting
a Dell Inspiron to the factory settings allows the user to restore the
Dell Inspiron to the original operating condition as if it was just
taken out of the box. Dell system includes a restore utility called 'Dell Symantec System Restore' to reset or restore your Dell system to factory setting.

Put recovery disk in the CD drive. On reboot, hold down F12 key. You should get a choice of drives to boot from. Make sure the first two are in the correct order:
1. CD-ROM (optical drive)
2. HDD (hard drive)
then press F10 to save and exit.
Now the laptop should boot correctly from the recovery disk.
