I had the same problem. It was a sort of buildup which was ammazingly problematic. I undid the small screws on the inside of the wheels (1 screw per wheel). Be careful because a spring and black plastic piece will fly out. then use a screw driver to push the gray wheel removal button. You will find that it seems sort of stuck. Clean inside the plastic chamber and the slider piece...I just used my fingers. Then you will see that it slides freely. Put the sliding piece in the correct position for when the wheel is removed...button depressed. Put the wheel on. Push the sliding piece with a screw driver so that the wheel is locked and the button is popped out. Put the spring back in and the black plastic piece back....hold it on and redo the screw. The wheel should be locked on. I am not sure if you would be able to remove it and put it on again...I think so, but I am not trying since I don't usually remove the wheels anyway.
