If your washer will not agitate or spin take a look at this page GE Washer Not ... If the washer fills up with water then doesn't do anything at all and you do not hear ... if this were the problem, the water would not stop running, over-filling the tub.

I have a GE "Spacemaker Laundry" (Stackable) model number ... Today it filled withwater initially then stopped working all together when it ... Bad motor, something jammed/seized up holding the motor back from running?
Washers start in fill mode as it requires the level of water set to start the agitator mode.. If your machine goes immediately to agitate then I would think that the agitator control module is failed and needs replacement. have an appliance electrician check it out.
supposed to be a problem only with water level switch.
hhhmmmnnn...
try checking the hose that goes from the bottom end to the pressure switch. if there is a hole or a crack or anything loose on the connection. if the pressure won't build up on the water level switch, it wont transfer the contacts to start agitating.
test the water level switch by pulling the hose from the drum end and blow unto it until you hear a click on the water level switch. this should turn your agitator so please be careful and watch out for parts moving rapidly.
