My kenmore model 417 electric dryer runs, but doesn't heat up, for about 12 minutes, then it shuts down and the four vertical green lights on the right of the machine blink on and off repeatedly. I cleaned out the entire exhaust system but machine continues to do the same. Any suggestions?

You really need a volt / ohm meter to check for Continuity & Volts Its well worth the investment... $15.00 bucks give or take a few I would check to see if you have 220v to back of dryer where the cord mounts to dryer, If dryer is getting only 1 leg 110 volts instead of the 220 will it not heat. Check themostates & heater for Continuity... Most models, Now have a.. Hi-limit fuses that need to be checked for Continuity

the motor overload can caouse that problem in that case new motor is needed if the dryer turn right back on after it turns off the even heat control board in panel bad if it humms are no noise after turn off and you have to let cool down the motor is the problem

You may need to do some troubleshooting. This can be done with the machine unplugged - you may have to activate the start switch, belt switch (if it has one) and the motor centrifugal switch manually.
Tip for troubleshooting 220v systems - clip one lead of a ohm meter to either L1 or L2 on the terminal block. It doesn't matter which one. According to the tech sheet (under console) follow the path for current from your clipped terminal, through the heating element, to the opposite terminal. All the readings should be less than 100 ohms, until you reach the failed part. Confirm failure by disconnecting a lead from the suspected part, and test only that part.
Live troubleshooting is sometimes slightly easier, but much more dangerous than the procedure described above. - It is definitely not recommended for beginners, or for professionals, if it can be avoided.

IT SOUNDS AS THOUGH THE MOTOR IS OVERHEATING AND SHUTTING ITSELF OFF. THAT IS ABOUT THE ONLY THING ON THE DRYER THAT WOULD SHUT IT OFF AND NOT ALLOW IT TO START AGAIN RIGHT AWAY, BUT LET IT START AFTER A WHILE. MAKE SURE THE MOTOR TURNS FREELY. IT SHOULD NOT DRAG OR HUMM WHEN TRYING TO START.

The same thing is happening to me...i checked and the blower is working...it just does not heat and turns off after a few minutes.
I have the same problem but when the dryer is on a blue arc can be seen through the heating vents!
