My camera flashes then says busy, wont take picture.
SOURCE: I own a cannon rebel eos xsi... my flash will not
This error occurs when the camera thinks that the flash has failed to pop up. There's a small button switch down near the hinge, and it should be up when the flash is up.
Sometimes it gets stuck down by a bit of dirt, and can be freed using a toothpick/cocktail stick but more often the switch itself has failed. Repairing it simply isn't worth it, like all digital Rebels (EOS triple number models in the rest of the world) your model is a consumer grade product that really isn't designed with repairs in mind. The switch is not a separate item and is an integral part with an internal flexible circuit board which is not easy nor cheap to replace.
You'd be far better off investing the likely repair costs on a proper external flash; it will be more bulky but the results you get are vastly better than you get with the in built flash.
There's a short discussion about the same question here.
