When washer is washing/rinsing clothes no noticeable noise, but when it starts to spin the noise gets increasing loud so that when we turn the tv on to full volume we cannot hear anything.
the drum seems to rotate with no resistance when the washer is empty. The sound is not a squeal, or screech as when a bearing might be worn but rather like a tire rumble when a car window is open.

The bearings on Maytag Ensignia's are part of the seals that keep the water in. Once you start hearing the bearings begining to go, you likely will have a leak following shortly thereafter as the bearing greased is washed out by your laundry soap. Up front. This is a procedure that requires specialty tools and takes me about 45-60 minutes to complete. The easiest way to tackel this job is to take your model number (just on the back side of the console) and take it to a local appliance parts store. Ask them for a tub seal kit. (I can't give you a part number since there is no model number listed) but they should be able to pull it up for you. When they bring it up to the front, inside the seal kit is not only step-by-step directions, but also the part numbers for the specialized tools required as well. There is no doubt that the drum bearings have failed from your description.
The normal procedure is to replace the whole drum and tub assy as a complete unit, this makes it a fairly straight forward repair, though relatively expensive.
To strip it down and replace worn bearings, is a very involved repair, and not one I would recommenend.
If the washer is less than 5 years old, then you can get it done under the Hotpoint 5 year part guarantee, but you would have to contact Hotpoint about this.

Yes it could be the spin bearing at the base on top of the brake assembly. I would suspect that the brake assembly is the cause of the noise as this engaged when you the washer agitates. If it was the bearing it would make a loud noise in the spin cycle, too.
