Are your water lines turned on? If so The humming noise you hear is the solenoid that allows water to enter unit. If that solenoid is stuck no water will enter but you will hear the humming noise.
If the unit will not spin at all and makes a humming noise, sounds like something has seized up in the back of the unit. This could be a belt broken, motor seized up, or the transmission, if your unit has one, is gone.
The montherboard doesn't have anything that would make a humming noise. In all likelyhood it's the fan that sits on top of teh processor. It could be normal, but might need to be replaced or cleaned.
If it is humming ONLY when you connect it for charging and does not hum when you have no load on it...it has too much initial load and the humming is caused by an output current overload.
I don't know what you are trying to charge....if you are VERY careful and you can monitor the output current load....you may be able to get a charge....BUT BE VERY CAREFUL!
