Is it that the keyboard is locked so no keys work, or is the touchpad locked so that the mouse pointer does not move?
I've seen more and more people locking the mouse pointer. If that's the case there might be a button to push that is at the top of the touchpad in the middle that toggles it on and off. Also on some brands, you will have to hit either the FN or ALT key and hold it down while you hit the F1 thru F12 key that controls the touchpad. Usually the correct key to press will have the icon of a finger in a square box representing the touch pad.
Did you try the things I mentioned? Is it fixed now? If not give me the make and model of your laptop.
I just found the info below from your owners manual. There should be a button that you tap twice in the upper left hand corner of your touchpad.
TouchPad on/off button Turns the TouchPad on and off. Quickly double-tap the button to turn the
TouchPad on and off.

I didn't mean the keyboard, I meant the touch/mouse pad. Oops!
