Press the "CC" button on the remote controll once. If there is no such button on the remote control, get into Menu of the TV, surf thorugh, come to closed caption optione seclect fucntion, and make Closed Caption to OFF.

The set tries 3 times to come on (3 blinks) if there a problem such as a short, it will cycle without turning on. Unfortunately your set is notorious for having bad flyback transformers. Most likely the horizontal output transistor is shorted as well. Common causes for your symptom are: LL05 (horiz out transformer) RCA part# 257805; TL 02 ( horiz output transistor) 2SC5148; and open connections on the printed circuit board at LL 04 and L14401 (coils) all of which can cause the horizontal output transistor to be shorted.

I had the same problem on my PC using a ATI Radeon TV card that came with Gemstar's Guide Plus+ program. My problem was related to the URL within the software that has changed. By going into the windows registry and changing the URL address for:
HKEY_LOCAL_MACHINE\SOFTWARE\GEMSTAR\ETV\URL
TO:http://144.198.100.134/gtidl/gdnet2.asp
These changes put my system back to normal.
