It really sounds like the belt. You say it's in good shape but if it's loose or shiny from not having proper tension it wont have enough friction between the belt and pulley to actually work. If you've ever tried to move the drum when its full of clothes and water you know how much force id needed to function. Double check that belt tension and working surface.

If the motor runs and machine drains regularly then the problem is usually the pressure switch.
Before replacing pressure switch test also the door lock. To test it in full a technician must jump its contacts.

Check the "Suspension rod & spring assembly ". There is a set that is yellow and a set that is balck that attaches to the drum. They are spring loaded and one may have gone bad from the unbalanced condition.

I have had a lot of problems with the GE top loaders where the pressure switch hose on the tub gets caked up with debris. first i would take off the front panel, all you need is a putty knife where the top meets the front panel, about 2-3 inches from both sides are small clips you have to lift up slightly.
after that the pressure switch hose should be on the tub left hand side. pull it off and clean both the tub connection and the hose with a pipe cleaner.
but your original problem with the unit constantly running through all the cycles i would have to know what model # it is to say for sure but it could be the mechanical timer, or if its digital it may need the control unit.
but clean the pressure switch hose first.

That's usually an indication that the transmission has failed. You MIGHT be able to replace the seal and have it work properly, but that seldom solves the problem. The seal usually fails because the bearing has worn, allowing the shaft to move too far from side to side.
