Most likely the dvd is dirty, scratched, or chipped. Try cleaning the dvd disk with a soft cloth (chamois works best). Look at the surface of the disk and if it is scratched lightly, dust and dirt particles, fingerprints, etc will cause refractions from the laser light in the dvd player, which is then read as an error by the dvd player. Cleaning it with a soft cloth will sometimes help.
If that does not work, hold the disk up towards a light source and look for light coming through from the other side. If this happens, the disk is unreadable and unrepairable as the data source has been corrupted.

I have the same problem. Very frustrading and my solution was to toss it in the trash. Unfortunately these units don't last past 2-3 years.

I had that problem, the problem is that where you put the disc (the black Circle) tends to get a bit loose so it moves downwards.
so the distance between the lens and the under surface of the DVD / CD is reduce, so the beam is NOT return to the lens.
The way I fix it is by pulling the black circle EXTREMELY carefully and SLOWLY while you are turning it.
Once is out, with a toothpick or a needle put a small amount of crazy glue in the inner walls of the hole that is in the center ( where the pole of the rotor goes in) this way the hole is reduce.
Wait till it dries, then gently put it back in, it will be a tight fit, IT MOST NOT GO ALL THE WAY IN!!!
By this i mean that you will see the pole of the rotor go into the hole, but it most not reach all the way, it should be below the surface. The distance between the end of the pole and the surface of the black circle should be THE THICKNESS OF THE BLACK CIRCLE.
The way to know that the distance is right, put in a CD and play some songs, then try it with a DVD.
If it reads no disc it means you inserted the disc to much, pull it out a bit, then try again.
Once it reads both CD and DVD, fill in the hole with a drop of crazy glue, this way the black disc will not move anymore.
One more thing, I do not recommend to use alcohol in the lens, 'cause some lenses are now made of polymers non resistant to abrasive, instead use a cue-tip (cottonete, little pole with cotton to clean your ear) moistened with bottle water or distiled water.
Note MOISTENED not soaked or wet.

The solution for your problem will be needing a little knowledge with electronic repair and hands on.Most common problem for portable DVD player is their 1) Spindle motor the 2) flex cable ( tin ribbon wire connecting the optic lens and the main board)
note: to check if your spindle motor is working good, you must measure it's resistance and it should be around 200ohms.
For the flexcable all you have to do is check the continuity.

Hi....
Very lightly clean the laser lens ( looks like a very small eyepiece)
with 91% or better alcohol on a swab. Then very lightly dry it off.
Also..have you tried another DVD or CD in it?
Check for dust or debris in where the laser pickup is
