The original power supply that still blinks 2 times has no low voltage dc output other than the 3 volts. when the 3 volts is jumpered to the power on terminal the relay clicks but still no low voltage. I am not interested in trying to fix the power supply as much as I am trying to replace the board that is most likely shorted. I realize that another power supply board is needed but used boards are relatively cheap and I would love to have this tv working again. Any suggestions?
Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. If blinks continue without any pause, the main board is faulty.

There may be no horizontal ouput, Check C515 & 516 and the jungle IC, IC206.

I know its a 32 inch TVand its probably about 2 years old, give or take. If you got a warranty on it, I suggest calling whoever you got it from (BestBuy,Amazon, etc) and seeing what they can do for you to get it fixed for free. Otherwise call Sony abotu getting a real tech out to either fix or swap parts on the TV at your house, or where to send it for repair. Depending on what it costs, you are probably better off buying a new 32inch LCD TV for about $400.
It seems you have isolated it down to the power supply though. If you are confident enough, you can get a replacement on ebay for abotu $100.
Just depends on what you value more: time or money.
