Bios password reset

The BIOS and Supervisor passwords cannot be removed or changed unless you know the existing password(s). If you forget your BIOS or Supervisor password, you will have to have the password removed by a Toshiba Authorized Service Provider. Although the prompts for these two passwords have the same appearance, the passwords are set and removed differently. If both are set, the Supervisor password takes precedence.
I assume that the notebook will have a BIOS battery similar to a standard PC. If you are happy to disassembe it you may be able to reset the BIOS by removing the battery and/or locating the bios reset jumper
Another alternative is to If this doesn't work or you dont want to disassemble the PC, you can try to build the Toshiba Parallell loopback.
A lot of Toshiba computers remove the password when you boot it up with the loopback connected
It can be made out of a 25pin male connectors (db25). Connect these pins: 1-5-10, 2-11, 3-17, 4-12, 6-16, 7-13, 8-14, 9-15, 18-25
