First off i would suggest you to reinstall Google chrome to its latest version. if you already have done that then please update your computer to the latests updates and try reinstalling Google chrome again.

1. Once installed check all the boxes and click GO to fix all the issues, try using Google Chrome again.
if the problem still continues try using another browser to see if the link you try to access works.
if there is no error with the other browser you are using then the issue lies in Google chrome, which might not be compatible with your PC due to a collision with an out dated PC or incompatible software which was installed earlier which might be conflicting with google chrome.

someone I know had this problem. Apparently this is a security issue. We tried everything and nothing worked, getting new browser, deleting cookies, change password. Apparently the problem was Norton. The cofe1700 error code dissapear after we updated to the newest version of norton.
Thats why I don't use norton protects your computer but gives you other kind of headaches. i hope this solves the error code:COFE1700 for everyone.
