My Kenmore 80 series washer will not fill up with water at all!! It will agitate but that is it. Model number is 110.20852991 What do you think it could be?

If your washer will agitate when set to fill but not fill, then your pressure switch is bad. also you may want to check and see if you are getting both hot and cold to your washer.

I recently had this problem. It was found that the main drive belt broke and the washer would fill but not spin, agitate or drain. I replaced the belt and everything worked again. A defective or disconnected cover switch would also cause the same problem.
You need to replace the Kenmore Washer Lid Switch. I had the same problem so being lazy I would just push down on the washer's lid and it would push the lid switch further down. making the water drain. after a while I just replaced the lid switch.
unless your washer is over 20 years old, then it wont have a belt. the temperature of the water wont have anything to do with it spinning or not. need to know if it agitates or drains and just wont spin. if it agitates but no spin or drain, then you have a bad lid switch. if it wont agitate or spin, but will drain, then you have a broken drive coupling.
Check out this you tube. Had the same problem today. Tipped washer on its side and replaced coupler between motor and gearbox. Parts are about $15
