You can buy another lock, but you need the original key to get the old lock out. Other than brute force, a locksmith seems to be your only solution, and then there is the problem of having mismatched keys for ignition and doors etc.
Check to see if all your pulley's are aligned properly. It sounds like they may not be. Put the belt back on and look straight down it. If it appears to have a bend, that needs to be fixed. If you have a carpenter's square you can use it to double check you eye. You can use washers as shims on the bolts that hold whatever is out of line. If it sticks out too far you'll have to grind or file it to bring it back in line or remove washers or spacers if there are any. Hope this helps.
Should be on the right lower side of the firewall. Most cars have a black ribber elbow on them. Take a wire coat hanger and just insert a couple of inches in the tube, not to far to wher you poke the evap.
