The problem is caused by a damaged Windows installation CD.
There are some files that cannot be read from CD, so Windows gets stuck.
It tries to restart to continue with installation, and keeps doing this on an endless loop.

Solution:
Get a goos Windows Installation CD and start from scratch, (format and load the new copy of Windows)

Computer does not recognize it as a CD RW drive

When you try to write data to an optical disc, you may experience any of the following symptoms:

* You receive various disc write error messages.
* You experience issues with the drive and the built-in recording feature of Windows XP.
* You experience issues with third-party programs that you use to write data to the disc.
* You cannot read the disc in all versions of Windows.
* You cannot read the disc, or some files on the disk, by using an MP3 player.
* When you add files or folders to a disc that already contains data, some files are lost.
* Recording files to the disc is inconsistent.
* The disc recording operation is consistently unsuccessful.

TROUBLESHOOTING

Troubleshooting specific errors
If you experience one of the following errors, follow the appropriate steps to resolve the error.

* There is no disc in the drive. Please insert a writable CD into drive.
This error can occur if the CD-R drive or CD-RW drive is not recognized as a recordable device. This error can also occur if the device driver has been corrupted. To resolve this issue, see Method 3 in the "General troubleshooting" section and Method 1 in the "Advanced troubleshooting" section.

* Drive not accessible, incorrect function
This error message typically occurs when you try to write to a CD-R or a CD-RW, and the Windows XP built-in disc recording feature does not recognize the CD drive as a recordable drive. This error message may also occur if specific third-party programs are installed. For more information about how to troubleshoot this error,

when you access the CD-ROM drive, the DVD-ROM drive, or the CD-RW drive
* Error Deleting File or Folder.
Cannot delete file name. Files on this CD-ROM drive are read-only. You cannot copy or move files over to this CD-ROM drive.

This error message can occur because individual files cannot be deleted from the CD-RW. You cannot use the CD disc recording feature of Windows XP for random-access storage while you are writing to disc.

To set the service to Automatic, follow these steps:
1. Click Start, click Run, type services.msc /s, and then click OK.
2. Double-click IMAPI CD-Burning COM Service.
3. Under Service Status, click Start.
4. Try to write data to a CD.

Hp Pavilion a1220n -- Copy file errors when Installing windows

Maybe I can help;
When I install a new hard drive I like to re-install the operating system (OS) as well. Unfortunatly this wipes out all your files.
Typically when files do not copy it's either because they're in use or the media (your new hard drive) is not formatted properly.
Note, formatting erases everything on the drive being formatted.
Instruction for this are easy to find online but are all done for you if you use the OS install CD which will walk you through the setup, formatting, and partitioning.

If you have a way to save your files to another drive such as a usb thumb drive, external hard drive, cd or dvd, I would go about it that way. There's usually alot of uneeded files created by the operating system after a period of time and there's no sense in keeping them. They only slow your system down.

One other thing you can consider if you don't have an external hard drive is purchasing a hard drive enclosure for your old hard drive. You can find them at Best Buy. I paid about $30. Its just a case and usb cord you can use as an external hard drive and also copy any files you can still access on this old drive over to your new one.

Let me know if this helps you

Cannot copy files to DVD disks

First of all you should have the recording tab ON. Have you tried burning using Nero instead of dragging and dropping? This may solve the problem.

However, if you prefer to drag and drop, try setting the write speed to a slower setting, even if the dvd burner has faster write capabilities.

1. I do not think it is a hardware issue.

2. You can try replacing the IDE cable, but if you can read the contents of the disk it does not suggest a communication issue between the drive and mobo.

3. I do not think that the burning software is to blame, when you drag and drop you are actually using a windows based burning software that is installed with the operating system.

4. set up your files to burn through nero, let the software do the work.

I had the same issue with my dvd burner, although slightly different error messages, solved it by using nero instead.
