I had the same problem. It was fixed under warranty. It was some sort of alignment problem. It would not play SOME commercially produced DVD's either.

I had this problem last year. It had to be sent back to the company to replace the entire dvd unit; however, I found that it probably had been caused by electrical surges. Once I got it back after repair (replacement) I put the best possible surge protector I could buy on it and have not had a problem with that issue again. The idea of a surge problem came about because I blew 3 Onkyo stereos while still in warranty several years ago and they did the same thing- would not read discs, would say no disc, etc. & the protector ended the problem.

I have had this on a number of other players. First try the disks in question on another DVD player after giving them a thorough clean. If they work there then you know the problem is not with the disks.
After that (assuming the RH299 is actually working in every other respect e.g. on HDD), run a laser cleaning DVD/CD in the machine to clean the laser lens. If your machine is out of warranty then you can try opening it and cleaning the laser lens with rectified spirits/pure alcohol. Then try the disks again. If they still don't play, then it's off to a local electronics expert to see if realigning or replacing the laser and transport mechanism is economically viable, or buy a new machine.

DVD-RAM itself, and DVD-R formatted in "VR" mode are SUPPOSED to allow for recording "ONE TIME" per DRMA. The broadcasters are probably sending the wrong copy protection signal if the -RAM & -R/VRmode are stopping.
At least, that is my understanding.

1.Switch on unit 2.Press- Setup on the remote
3.Select the Lock option from the on screen setup menu
4.Press Lock on the remote unit ( under slide cover)
5.Press 0 7 times on the remote keypad
6.A message appears stating the unit is now Code free on the screen
7.Press Enter on the remote.
8.Close Setup menu and switch unit off.
9.Switch on and enjoy Multi-region DVD playing
