Plug your iPad to PC, and you will find a folder named DCIM. Just drag and drop since all of your photos are in there.
Or you can switch on the Stream Photos button on iCloud. Then you can head to iCloud.com to download the uploaded photos. I prefer this way because once I have taken a new photo, it will automatically sync the photo to iCloud. Then I can check it on every of my Apple device or iCloud.com.
I found a tutorial where there are detailed steps on these two methods. Hope it a help :) 5 Ways to Transfer Files from iPad to PC with and without iTunes

How do I transfer my photos from lumia 640 to Apple Ipad

I think the best idea would be to back up your photos to Microsoft Onedrive. You can then view and copy your photos to the Ipad using the Onedrive app. I looked and there is a Onedrive app for the ipad. You could also back up your pictures to a computer and then copy them to the ipad using Itunes. I think the Onedrive route would be easier.

iTunes should sync your computer with your iPad but sometimes it acts funny. Don't know why, but it does. So if you cant get it to sync, try Copy Trans Manager. It is a FREE application and it should let to manage the content of your iPad without iTunes. Actually, it uses some files of iTunes as a drives. Be caredul with Softonic's downloader. Use custom mode, go for Copy Trans Mnager and uncheck or skip anything elese offered free.
