The printer is making all the usual noises but when it begins the routine to feed paper there is no motion visible from any of the little toggles etc that are in the bottom of the paper loading area. Not sure if these are driven by a belt or not. Also cannot figure out how to open to get a look at the mechanics.

try cleaning the rollers with alcohol, the tires are probably dirty and one side is not gripping the paper.

Hi Paper misfeeds are normally caused by something obstructing the paper path. Look really carefully both above and below the path that the paper takes through the printer. The jammed paper itself can give you a clue about which side the obstruction is on, there wiil often be some sign, such as a bent corner on the page etc. Also check the sliding guides that keep the paper straight, they should be slid in until they are a snug fit with the paper, but not so tight that they stop it from feeding

Look carefully because it is a cassette on the bottom of your canon mx850... so the solution is: or you fill that cassette or you switch your canon (it is a button for that) to take the paper from the top...
