Thats a Power On Password...I believe the only way that you can get around/reset/disable it...is by taking out the battery out of the Cmos. I will be looking for more ways other then that but thats one that i know works...
If you would like to attempt it...i dont recommend it for the no computer people...look up fourms and see if others have had the same problem or if people have taken the computer apart and replaced the cmos battery

In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.

If you can access to Windows Vista, it's as easy as to reflash the bios for your laptop-it will reset the bios password automatically. You can download the bios to reflash it from: http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/home.jsp?nav=Download
A) Turn the laptop off if it's on.
B) Disconnect the AC adapter, and remove the Battery
C) Turn the laptop over, remove the Memory Module Compartment Cover. (1 screw)
D) Remove all ram memory modules. Lay them on a non-static surface.

F) With the computer situated as in the photo above, grab the Mylar film by the upper left corner.
Peel it back to the Right. DO NOT peel it off!
Just peel it back far enough to expose the B500 solder pads.

G) Attach a 4 inch piece of tape to the underside of the Mylar film, as shown in the above photo.
(Do not remove the Mylar film because it might be difficult to reattach properly later.
It has to be in THAT particular position when you are done)
H) Inset one of the memory modules into the inside ram memory slot. This is Ram Memory slot 1.
The ram memory slot that is closest to the BOTTOM.
(There are slots for two ram memory modules. One at the bottom, one at the top. The top is closest to the Memory Compartment Door)
I) Secure the tape to the laptop body, to keep the Mylar film from touching the solder pads. (B500)
J) Reconnect the AC adapter. Plug the adapter into power.
Short across the tow solder pads, (B500) with a pair of needle-nose pliers, or a flat bladed screwdriver.
K) While continuing to short the solder pads, turn the laptop on, and continue shorting the solder pads until the Toshiba logo disappears.
If the BIOS password has been successfully removed, the laptop will not present a BIOS password prompt before Windows starts.
L) Shut down Windows normally making sure the laptop has completely turned off.
M) Disconnect the AC adapter
N) Remove the ram memory module, and remove the tape. Reposition the Mylar film back into place.
O) Reinstall all ram memory modules, reinstall the Memory Compartment Cover.
Reinsert the Battery, and the AC adapter.
P) Restart the laptop to verify the BIOS password prompt no longer appears.
If it does repeat this procedure beginning with A above.
MAKE SURE you are wearing an ESD wrist strap, and have the alligator clip attached to a good ground!
