If you can get the side off, then you should be able to see what holds the front panel on. A lot of the Dell systems have a slide lock on the top of the tower that you pull back on to release the front panel.
Yellow means weak spark should be blue check the coil tower where the coil wire attaches on the coil for corrosion. Also check the spark plugs for wear.
Your rear turn signal flashes fast because the front is not working. Most likely you have a burnt out bulb in the front. If your A/C compressor can be turned over by hand and doesn't lock up or make any clanking sounds it's probably alright. The compressor will not run if the system is low on refrigerant. If you're having problems with the A/C and heater controls, that would be the first ting to repair. It doesn't sound at all like any electrical problems.
You will need to replace the power supply which you can buy from a local computer repair shop or Dell, just make sure it is the correct model for your PC.
The cost should be around $35 for the part and it is not too hard to install, just make sure you connect the connectors correctly.
I hope this helps.
Good luck and have a pleasent day.
If the power button on the tower is flashing Amber, the fault is the power supply. Replace the power supply and they system should work.
If the power supply doesn't resolve then the 2nd most likely failure is the Front IO panel (Circuit card behind the power button)
