Flooding carb upon cold choked start...shutting down motor
SOURCE: try to start mower and turns over but wont start
Does it continue to run after you start it by pouring gas into the carburetor or does it die again?
If it continues to run, it sounds like your choke is not working. Probably disconnected -- check linkage.
SOURCE: i have a 16 hp kohler command engine on my scotts
if it has a electric fuel pump it may be malfuntioning,, hope this help you,, good luck
SOURCE: Why does my mower shut off after I turn the choke off?
It sounds like you took the carb off the engine and did not replace the gasket or tore the gasket and it is sucking too much air. Also check to see if the carb and bracket ( if it has one ) are on straight.

If the float don't float, the needle valve stays open and gas runs into crankcase.
If float floats (has no gas inside) then the needlel is probably worn and needs replacement.
