The display screen will flash on for a moment and go dark, when you first turn on the laptop. If you shine light onto the display you can see everything like web browsers etc. and I can use it that way, but its is very hard to see. What need to be replaced? everything else on the laptop is functioning correct, just the display light is not.
I opened up the display and there is a LCD blacklight converter and I was wondering if that is what i need to replace or is there an actual bulb.

Shine a flashlight on the dark screen to see if you barelysee the icons on the desktop. If so, then the LCD Inverter is bad.
Plug in an external monitor and see if the display shows up on it. It can beany kind of monitor even the old big fat crt monitors as long as it has a vgacable to connect to your computer's vga port. If so that proves yourvideo card is ok. The video will show on most systems when you rebootwithout you having to do anything. Some systems will require you to hit the FN(Function key) + F1 thru F12. Hold down the FN key then hit the correctkey for displaying on the monitor (F1 thru F12). The correct key willnormally have CRT/LCD on it or it will have the icon of a display.
If you see no icons by shinning a flash light and the external monitor works, then your screen is bad. If you see no icons by shinning the flash lightand nothing shows on the external monitor, then most likely your video card isbad.
Does the fault appear on the laptop screen aswell? It appears by your description that the fault is only on the external monitor. If the screen comes on for a moment and then goes blank as described, then this appears to be an invertor fault. It is very common among laptop and tft screens and requires the invertor inside the panel to be replaced / repaired. Simply plug the screen into another computer to confirm.
The backlight have went out on your screen. I had this happen on an old laptop I was messing with. Check the link below for some tips.
DARK SCREEN
If you shine a light on the screen, can you somewhat see the screen?
Does the laptop power up properly? (can you hear it running?)
Hook up an external monitor to your laptop, does the external display properly?
Do you have another screen attached? This will cause this trouble. If not, if you look closely at the screen, can you see an image? You might be able to shine a light into the screen and see an image. If so, sounds like the inverter is or has died. Try tapping the bottom plastic on the screen when the laptop is on and see if it flickers. If it does perhaps it is a loose connection/solder joint on the inverter board.
Check your backlight settings, Power Settings, etc.....
You may have Vista (vista has other power settings such as a custom sleep mode which can fail sometimes to work properly with some hardware/monitor configurations).
So Disable any unconventional Hibrid Hibernation options k!
Looks like the backlighting on the display has failed, sometimes it is just a lose cable, buy most often the LCD needs to be replaced.
to check the cable see the manual at http://support.dell.com/support/edocs/systems/ins9400/ for how to get to the LCD cables (usually just under the cover that the power button is on)
