Where can I get a new control panel or console board. I'm not sure what the difference is between the two, but I do have the computer circuit board removed from the dryer and was wondering how I can order a new one and what the cost would be?

Look at this link... it worked for me!!! Basically,
1) Use a heating pad and warm the display.
2) Open the dryer door as well to let the warm air in.
It took about 15 min for me and saved me a over $100 in repair costs.

I thought I already reported my problem as fixed. I ended up purchasing a new control panel from Marcone in St. Louis, MO for about $125.00 and it has a lifetime warranty on it. My dryer is working great and even on the extremely cold days we have had like 7 degrees.
It would have been interesting to try the heating pad idea, but I already replace the part. I did try a blow dryer on hot for 5 min without getting any success.

The rows of lights are flashing row by row and then they start over again, Not sure what is going on. Dryer won't start either. Is there a way to reset the computer?
