Check the levels by putting a spirit level on the top and adjust the feet to level, The model no. may be on the edge of the door, visable when you open it.

Sounds like the drum bearing or shaft is worn.
Remove rear panel of dryer, you should see the drum shaft, check for wear here.

I am looking to replace the heating element on an old hotpoint electric dryer and cannot locate how to find it.

Depends when the dryer was made, older models had the element at the front behind the front panel.
More recent models all have the element located at the rear of the dryer..

The finish on the inside of dryer drum is peeling

Probably due to the age of the dryer, and continous use, especially if it has been used on high heat settings, also the continuous action of clothes turning and thigs like zips and buttons will contribute to wearing away the enamel.
